UK removes import duties on welded tube, pipe from Russia; extends measures for China, Belarus

The United Kingdom Trade Remedies Authority (TRA) has recommended that anti-dumping duties on welded tube & pipe from Russia be revoked, but that measures against similar material from China and Belarus be extended, the TRA said on Monday August 9.

The measures will be removed for products imported from Russia after January 30, 2021 - 30 days after the date the measure transitioned from the European Union into UK law.
Anti-dumping duties on welded tube & pipe from Russia were set at 10.10-16.80%.
The TRA also recommended that measures related to material from China and Belarus should be maintained for another five years, with anti-dumping duties of 90.60% for imports from China and 38.10% duties on imports of welded tube & pipe from Belarus.
"The TRA's analysis found that if the measures were removed, Belarusian and Chinese producers [were] likely to dump these products in the future and cause harm to UK industries, but that Russian producers would not," the UK authority said.
The products under review are welded tube & pipe products made from iron or non-alloy steel, of circular cross-section and with an external diameter not exceeding 168.30mm, excluding material used for oil and/or gas pipelines or with fittings attached for use in civil aviation. The CN codes in question are: ex 7306 30 41, ex 7306 30 49, ex 7306 30 72 and ex 7306 30 77.
