Global warming hasn't worked very well to date – even though that's an obvious promotion. However, when it came to legalizing drugs, we bet on the elite tendency.
Was it an elite program? Yes. Would it be accepted? Yes.
Global warming didn't work as a promotion (or hasn't yet, anyway) because people aren't impressed by its predictions and because its impact isn't evident. In fact, the world in some cases seems to be growing cooler rather than warmer.
But this meme is a great deal clearer. People tend to like drugs – at least ones that aren't immediately dangerous and allow them to relax after a hard day's work. People might resist the grim conclusions of global warming (were there any real evidence of it) but they certainly weren't inclined to resist cannabis legalization.
VESTS in action. The cannabis meme is like a locomotive barreling down the tracks. It may not be unstoppable – in the short term – but it certainly has convincing momentum. Even when there were setbacks such as resistance from the law-enforcement community, the reality remained as it was. The cannabis movement had come virtually out of nowhere and powerful players were involved. Law enforcement would have to give way.
We read reports that fedgov (in the US) would prove a serious obstacle to legalization and that the traction at the state level would take years to replicate at a federal level. We didn't believe it. And now, we are seeing the traction at the federal level we anticipated.

The proposed senate bill, [The CARERS Act] which was introduced by Senators Rand Paul (R-Ky.), Cory Booker (D-N.J.), and Kirsten Gillibrand (D-N.Y.), will allow legal medical marijuana patients "to continue participating in those programs without fear of federal prosecution," according to a joint statement from the senators' offices.
While the bill's future acceptance is uncertain, its creation could help Senator Rand Paul stand out from the crowd going into the upcoming 2016 presidential election. If the senate bill passes, it will act as a green light for many entrepreneurs and investors who have been waiting patiently for the federal government to take a stance on the issue.
"Several marijuana policy reform bills have been introduced in the House of Representatives. The introduction of this legislation in the Senate demonstrates just how seriously this issue is being taken on Capitol Hill," stated Dan Riffle of the Marijuana Policy Project, which first informed reporters of the legislation.
Rand Paul is one of the political point men here, but really it could be anybody. It makes sense for Paul, of course, because he is perceived as a "libertarian." But the meme is much bigger than Paul.
The article closes by pointing out that public opinion is favorable to cannabis legalization. And at a state level, decriminalization and legalization are making huge gains.

Cannabis will be regulated, perhaps a good deal, but it will be available, and not just in the West but worldwide. It's going to be big business. Ride the wave.
