Part IV details the history of Mafia corruption of the FBI under J.Edgar Hoover with related reference to the indicated joint Mafia/FBI crimes against Banner International and Stephen Requa from 1992 onwards to today. These events mirror those involved in the assassination of Martin Luther King as thoroughly investigated and then litigated by William F. Pepper in 1999 when Pepper was also retained by Stephen Requa. As discovered, it was a Mafia-engaged hitman who fired on King, not James Earl Ray. Also covered here is the recovery by Requa from these more recent joint Mafia/FBI crimes.
